Abstract |
Background. With the signing of the Declaration of the Russian Federation for Sustainable Development (1992) addressing the global problems became an important task of our country. However, economic, social and environmental transformation in Russia in the 90-s of the XX century led to decrease in efficiency of the management system of environmental protection, established during the Soviet period. With occurence of environmental management the sustainable development of the eco-economic system of the country and the regions became a topical problem. It was necessary to solve a number of problems both in theoretical and practical terms. It identified the need for studying the ecological and economic systems’ stability, as well as the formation of mechanisms controlling the stability of ecological-economic systems. The article aims to consider management practices regarding the ecological and economic system of Russia and Penza region, to analyze the organizational structure, to identify main objectives and functions of bodies that manage the stability of ecological and economic systems of Russia and Penza region, to systematize various mechanisms of control applied in practice. |
